The electricity price is the whole story
In Germany mining rarely fails because of hardware — it fails on the tariff. At 30 ct/kWh a 3 kW miner costs around 540 € per month, which has to be earned back first. So three setups are realistic here: surplus solar, heat reuse, or a commercial/hosting rate.
Anyone meeting none of those three should treat mining as a hobby, not an investment. We say that before the purchase on purpose.

Legal and practical points
Mining is legal in Germany. The main things to handle are the electrical installation (a dedicated, correctly fused circuit — use a qualified electrician if unsure), noise towards neighbours, and the tax treatment of revenue.
